Potentially!! He does have to turn his powers on in order to pick up on people's thoughts, but right after he's explained that you'll never notice when he does that, that might not be,,,, quite as reassuring,,,

........okay but I’m starting to really realize just how not secret this, and every single conversation is around Xira, though. Maaaaaan I can see why people in this world get paranoid. O.o
