Like how come she is frozen in time. Is that part of the standard spell? Does her abilities branch out to time manipulation? Or is it some sort of divine intervention from the Author to protect the "Manifest"?
If that miscast has been there for 4 years, what hope does our troupe of miscasts have?

From what I understand, there is no such thing as a standard spell.
Also, she's been sitting in one place. Not really the best way to find a cure to an obscure problem.

There's no such thing as a standard spell in that there's not, like, say, a standard polymorph spell that all shapechangers learn at level 3.
But when a runewriter creates a spell, it is supposed to act a certain way (as dictated by the rune) and it should act that way every time they cast it if they don't mess anything up -- and we do have a lot of precedent for spells not acting the way they're "supposed" to, lately. Jonan's spell should've let him slice his mouth open (even though he insists he didn't miscast), Severian's spell shouldn't have had tentacles at all.

Oh well, okay that part about him sneaking in after wounded Sev was all right of him.
But really when you think of it, I think he is just SUCH a jerk that when he behaves as asort of okay human being, it appears overwhelmingly virtuous by contrast.
I like Jonan as a character too, but let's face it, he is a big ol' jerk (with lots of potential for growth) :D
...come to think of it, he is a bit like Prince Zuko.

The current vote incentive clarifies that she was 11 when the forcefield went up and that she would be 15 now if not for the, y'know, frozen in time mishap.

Yeah, she is able to remember things and change her mind and learn, etcetera! "Frozen in time" is Severian's understanding of the situation, which given....Sev...... probably isn't a technically accurate summary

There has got to be a bit more to it than her being "the chosen one". First things first, a list of things that obviously don't get through the shield. Sound, water, physical anything, air. Two of those things most living things (on this/their) planet can't do without and since food is a physical thing it can't get through the shield either. So the very most basic things for life as we know it can't get through that shield. Light seems to get through the shield though otherwise she wouldn't be able to see or be seen. Anywho thats a bit off the point. My point is if the whole frozen in time thing was just a part of her being "the chosen one" then what does mean for the squirrel that is alive in there with her? Surely the squirrel isn't also "the chosen one"? Not likely. She still moves through the space inside the shield but it seems that, somehow, the shield also stops the flow of time. Well, stops it in such a way that she can still somehow move and think and grow as a person if not physically...
tldr; the shield somehow is stopping a portion of the effects of time on everything within the shield not just her. As is shown by the fact that the squirrel is still alive.
Sorry just me over analyzing things again. ^_^;
