It looks to me like he doesn't recognize sign language, and thinks the funny wiggly things Severian is doing with his hands is magic.

So, is Severian currently doing magic subconsciously or as something that just always happens in the background,
or
is the guy referring to the magic of transforming back into..."human"? If the latter, dang, he is a big jerk, just saying. He could have just said, don't do any further magic.
Not that he hasn't been a big jerk since he showed up in the comic, mind you.
As for the necessity of stopping magic, I assume that it throws off the tracking spell or something?
