I really wonder where the Order's authority comes from in these situations. Are they sponsored by a monarch or other high noble, or maybe a high church official?
Or is theirs the authority of money and swords, and they're pretty much just throwing their weight around in absence of anyone able to stop them?
I'm pretty sure it hasn't been answered yet, anyway, and I'm really curious because nobody seems to like them at all yet they keep getting their way. I imagine the answer indicates rather a lot about the state of society and politics in the world.
